Decree whereby extraordinary actions established to deal with the health emergency generated from the SARS-CoV2 virus /Acuerdo por el que se establecen acciones extraordinarias para atender la emergencia sanitaria generada por el virus SARS-CoV2.


Dear Clients and Friends:

Please be advised that the decree published the evening of March 31st , 2020 in the Official Gazette of the Federation whereby extraordinary actions are established to deal with the health emergency generated from the SARS-CoV2 virus have the main extraordinary actions that the public, social and private sectors must comply with as follows:

1.- The immediate suspension of non-essential activities from March the 30th through April the 30th of 2020.

2.- The following activities are only the ones considered as essential and may continue to operate:

a) Those that are directly necessary to deal with the health emergency, such as the work activities of the medical, paramedic, administrative and support through the National Health System. Including those that participate in providing goods, services and supplies which the pharmaceutical sector stands out, both in its production and distribution (pharmacies); the manufacturing of supplies, medical equipment and technologies for health care; those involved in the proper disposal of biological-infectious hazardous waste, as well as cleaning and sanitizing medical units of different levels of care.

b) Those involved in public safety and citizen protection, those that procure and carry out justice, as well as legislative activity at the Federal and State levels.      
         

c) Those sectors that are fundamental for the economy, as financial, tax collection, distribution and sale of energy gasoline and gas stations, generation and distribution of drinking water, non-alcoholic beverages industry, food markets, supermarkets, self-service stores grocery and prepared food sales; passenger and cargo transportation services, agricultural, finishing and livestock production, agroindustry, chemical industry, cleaning products, hardware stores, courier services, private security services, daycare centers and nurseries, nursing homes for the elderly and establishments for the elderly, shelters and care centers for women victims of violence, that helps their daughters, telecommunications and media reporting services, private emergency services, inhumation and burial services and cold chain of essential supplies; logistics (airports, ports and railways), as well as activities whose may have irreversible for its continuation.                 

d) Those directly related to the operation of government programs; and

e) Those necessary for the conservation, maintenance and repair of the critical infrastructure that ensures the production and distribution of essential services; namely: drinking water, electricity, gas, oil, gasoline, jet fuel, basic sanitation, public transportation, hospital and medical infrastructure, among others that could be listed in this category.


3.- In all laces and venues where the activities defined as essential are carried out, the following practices must be mandatorily observed:

a) No meetings or congregations of more than 50 people may be held;

b) People should wash their hands frequently;

c) People should sneeze or cough applying the respiratory label (covering the nose and mouth with a disposable tissue or with the forearm);

d) Do not greet with a kiss, a hand or a hug (remote greeting), and

e) All other healthy distance measures in effect issued by the Federal Ministry of Health;

4.- People that are in the Mexican territory, including those who arrive there from abroad and who do not participate in essential work activities, are urged to comply with co-responsibility stay at home protection from March the 30th through April the 30th  of 2020.

5.- The co-responsible domiciliary stay protection is strictly applied to any person over 60 years of age, pregnant women or an immediate puerperium, or with a diagnosis of hypertension, diabetes mellitus, chronic heart or lung disease, immunosuppression (acquired or provoked), kidney or liver failure, regardless of whether his/her work activity is considered essential. The essential public interest personnel may voluntarily report to work.

Once the effective period of the measures established in this decree has ended, the Ministry of Health, in coordination with the Ministry of Economy and the Ministry of Labor and Social Welfare, will issue the guidelines for a return, orderly, gradual and regionalized to the labor, economic and social activities of the entire population in Mexico;
