Urgent / Decree whereby the extraordinary actions to deal with the Health emergency generated by the SARS-CoV2 virus published on March 31, 2020 are modified.

Dear Clients and Friends:

Please be advised that earlier this afternoon, April 21st , the Decree whereby the extraordinary actions established to deal with the Health emergency generated by the SARS-CoV2 virus published on March 31, 2020 are modified has been published in the Mexican Official Gazette of the Federation, whereby among other matters establish the following:

·     The Mexican government has ordered the suspension of non-essential activities to be extended until May 30th , 2020.
·     The extraordinary actions to deal with the health emergency generated by the SARS-CoV2 virus, referred to in section I of Article First of the Decree, shall cease to be implemented as of May 18th, 2020, in those cities of the national territory that as of this date have low or no transmission levels of COVID-19.
·     The Federal Ministry of Health will define the criteria for evaluating the intensity of transmission of the SARS-CoV2 virus, as well as any other factor related to the risk of spreading the disease and the vulnerability of the affected populations.
·     The Ministry will establish guidelines to reduce mobility between municipalities with different spread degrees, in order to avoid the spread of the disease.
·     In all cases, regardless of the intensity of transmission in the municipalities, the measure indicated in section V of Article First of the Decree, regarding the protection of persons in the group of risk will continue until further notice.
·     The Federal Ministry of Health will carry out the adjustments it deems necessary to the epidemiological surveillance system, and other information systems, to achieve special surveillance of patients that are seriously and critically ill caused by the COVID-19 virus.
·     The Federal Government has instructed the State governments to: I.- Maintain updated the daily report of occupation, availability and care of Severe Respiratory Infection and any other that the Federal Ministry of Health considers necessary; II. Implement the pertinent prevention and control measures according to the general criteria issued by the Ministry and according to the magnitude of the epidemic due to COVID-19; III. Establish and execute the mechanisms conducive to the reduction of the mobility of the inhabitants between municipalities with different spread degrees, according to the criteria established by the Federal Ministry of Health. The agencies of the Federal Public Administration may cooperate with the State governments to achieve this goal, and IV. Guarantee, within the scope of its jurisdiction, the adequate and timely implementation of these measures, and inform the Federal Ministry of Health regarding its follow-up, with the periodicity that the Ministry itself establishes.
