Dear Clients and Friends:

Please be advised that on April the 23rd , a Decree was published, implementing some sanitary measures in order to fight SARS-CoV2 virus (COVID-19).  These measures were published in Official Gazette of the State of Tamaulipas. The most relevant ones are as follows:


I.               Any person who is in the territory of the State of Tamaulipas, whether resident or in transit, must comply with the co-responsible domiciliary protection order.

II.              The co-responsible domiciliary protection applies, strictly and without exception, to any person over 60 years of age, in a state of pregnancy or immediate to give birth, or with a diagnosis of hypertension, diabetes mellitus, chronic heart or lung disease, immunosuppression (acquired or caused), as well as kidney or liver failure.

III.          Activities defined as non-essential are immediately suspended, in accordance with the provisions of the Decree issued by the Ministry of Health of the Federal Government, published in the Official Gazette of the Federation on March 31, 2020.

IV.         In all places, venues and establishments, public or private, where activities defined as essential are carried out, the following hygiene, healthy distance and prevention practices must be observed at all times and on a mandatory basis: a) People should wash their hands frequently; b) People when sneezing or coughing should apply the respiratory etiquette (covering the nose and mouth with a disposable tissue or with the forearm); c) Do not greet with a kiss, a hand or a hug (remote greeting); d) Wear a face mask or face mask in the nose and mouth; e) Use and supply antibacterial gel for hands and surfaces; f) Maintain all the healthy distance measures recommended by the Ministries of Health, both federal and state.

V.          Carrying out events, meetings or congregations of more than 20 people, whether public, private or social, is prohibited. That rule will apply to the delivery of programs, social benefits or any similar benefit.

VI.          Any celebration related to  festivals, civic or community festivities of each region, municipality or locality of the State of Tamaulipas is suspended, according to its uses and customs.

VII.     The use of public spaces such as sports units, municipal squares and gardens, cultural facilities, neighborhood or community centers, and the like is prohibited.

VIII.     The use of masks is mandatory for all people in any public space, such as public roads, public buildings or public transport.

The total closure is determined immediately and temporarily of the centers, squares or commercial or service markets. For this purpose, the State Civil Protection Coordination is ordered to delimitate and prohibit the entrances to these places.

IX.          The double measure of not driving vehicles is applied in the cities of Reynosa, Matamoros, Tampico, Altamira, Madero, Mante, San Fernando, Nuevo Laredo, Victoria and Río Bravo. This measure will be applied to national and foreign vehicles, depending on the day that corresponds to the ending of the license plate, with the exception of emergency situations, official vehicles or government agencies, the transport of agricultural, fishing, livestock or agro-industrial products, as well as for the transportation and circulation of duly accredited medical and health personnel. Vehicles whose last visible number on the plate or respective sticker corresponding to the following weekly distribution will not circulate: a) Monday, 0 and 1; b) Tuesday, 2 and 3; c) Wednesday, 4 and 5; d) Thursday, 6 and 7; and e) Friday, 8, 9 and vehicles with circulation permits.

X.            The total closure is determined immediately and temporarily of the centers, squares or commercial or service markets. For this purpose, the State Civil Protection Coordination is ordered to delimitate and prohibit the entrances to these places.

XI.          The immediate and temporary closure of businesses or establishments that carry out non-essential activities is ordered, with the exception of pharmacies, laboratories, clinics, medical services, food stores, establishments intended solely for the preparation and home delivery of food, water services, gas and gas stations.

XII.       Verification actions will be intensified in food stores or self-service store chains, so that they comply with the measures referred to in section IV. Similarly, only one person per family will be allowed to enter the establishment. Establishments must constantly disinfect carts, contact surfaces, as well as all vending machines, ATMs, collection boxes, handles or pulls on access doors or equipment. The staff must use gloves throughout their day. Observation points will be established in the parking areas to verify that only one person enters per vehicle.

XIII.     The sanitary filters in the state borders will be reinforced, with the neighboring states such as Nuevo León, Veracruz and San Luis Potosí and the border with the United States of America, and

XIV.     Health filters will be established with Public Security personnel and the State Commission for Protection against Health Risks (COEPRIS) to control mobility between municipalities that present positive cases and thereby reduce the spread of the SARS-COv2 virus (COVID-19).


  • Verification of compliance with the sanitary security measures provided for in this decree shall correspond to the General Ministry of the State Government, the Ministry of Public Security and the municipal authorities of the State, during the period determined by the State Council for Health Security.
  • The establishments, businesses and / or sectors that are dedicated to essential activities that do not comply with the obligations and measures defined in this agreement, must be forced to close (clausurados) immediately, regardless of the other sanctions that are applicable to them in the judgment of the State authority and competent municipal authority acting as a sanitary authority in accordance with or in aid of the General Health Law.
  • The person who does not comply with the sanitary security measures referred to in article second of the decree of the Tamaulipas State will be subject to the sanctions established in articles 417 and 427 of the General Health Law, as well as 152 and 162 of the Health Law for the State of Tamaulipas.
  • The Ministry of Health is instructed to coordinate with the State Commission for the Protection against Sanitary Risks of the State, the State Coordination for Civil Protection, the Ministry of Public Security and the Under-Ministry of Transportation, as well as with federal, state and municipal authorities, intensify and reinforce the mandatory sanitary checkpoints at airports, bus stations, border or sea ports, as well as on the highways of the State of Tamaulipas, particularly in the highway accesses that are in the limits with the neighboring States of Nuevo León, San Luis Potosí and Veracruz.
