Dear Clients and Friends:

Please note that the decree that was published yesterday, May 13th  by the federal government and that we commented on a Newsletter yesterday too, was subsequently cancelled. This is a very strange and unprecedented situation.

A new decree was published earlier today to address actions and measures as implemented to orderly get back to work.

The following are the highlights:

  • Cities where there has been no incidence of COVID-19 and do not border with cities where cases have been detected will go back to work on May 18.
  • Preparation to resume economic activities will start on May 18. Protocols to protect employees, training programs to minimize exposure to sanitary risks and measures to adequate the production lay out are some of the permitted activities. We can certainly discuss with you what other, specific actions can or must be taken during this period. Actual economic activities to resume on June 1st.
  • The mining, automotive and construction industries are now considered essential and may start preparations to resume their activities on May 18 but may not start actual operations but until June 1. These industries will have to implement and observe the guidelines for the protection of their employees during this phase and as will be published by the federal government.
  • A system consisting of a traffic light is being implemented as of June 1. A chart is attached for prompt reference. This system is to be consulted to determine the then current status of incidence in the disease in a particular city and the scope of the activities that can be safely performed during that period and the actions and/or precautions to take.
  • When in orange or yellow lights special protection to be provided to vulnerable employees.
